1st Claim
Mary Moss v Metropolitan Police;
On a number of dates, in 2018-9 Edward Moss was arrested by a serving police officer from Hammersmith PC Karl Bassam.
The charges were often petty and numerous seeing Edward spend days/hours in police cells and yet not a single allegation led to a prison sentence, despite the sustained levels of harassment.
The court hearings were a great cause of panic and anxiety for Edward as up until that point, him being just shy of 50 years old, had no criminal record save for an old speeding ticket in his 20's.
Now he was in court, often with the courts putting him probation, and so he was having to meet numerous officials and was having to engage with solicitors/magistrates, much to his distress.
He was a highly anxious person in this kind of unfamiliar setting and this gave him full panics.
Mary Moss would attend all Edwards court cases and help Edward to be calm, and she would be often engaging with the courts herself and with the legal process, if that was at all helpful.
This stopped when she was told, perhaps she should not attend as, "they all know, your support, for your brother", by a friendly solicitor, as her name was well known and could cause him harm, including with the media.
Edward had such a good legal team at HODGE JONES AND ALLEN and they looked after him.
Soon after though, instead of arresting him and having the full protection of the law in criminal proceedings, CHARING CROSS POLICE started getting him to see a private psychiatrist and then started locking him up unlawfully in private psychiatric hospitals, knocking him out by way of sedation for days on end, with no one knowing his whereabouts, transporting him out of London.
Mary would support Edward, this time by way of discharging him from the mental health facilities, in her role as his 'next relative', stating that he was, 'neither a danger to himself or others'.
Mary discharged him several times but not without them sedating him against his will for months.
This happened by way of the police arriving often to his place of residence and arresting him from his room. It would simply take staff saying he was, 'acting up', to get him locked up again.
Very often he was already in hospital by the time Mary would find out, so it was always a process.
Edward was a happy, gentle and highly regarded person to many hundreds of people he knew and had acquaintances with but he spent most of the time with his family, mainly Mary and John-Paul.
The brothers lived locally to Mary and they would often be seen having lunch together at Mary's or at the many pubs locally for a Sunday roast.
They met on their respective Birthdays and Christmas's, Easter and bank holidays.
They travelled to the South Coast to Bexhill on Sea or Tunbridge Wells, to see the other siblings on many occasions too. They had recently bought acres of land in Spain as a family for NAYPIC.
Being a very close family of seven siblings, all of whom were in care together, they understood pain and suffering, yet despite all that they were a very chipper lot, always having fun.
The youngest entering the care system was 2yrs old John-Paul to the oldest who was 14yrs old Geraldine, had all loved their Mother, whom they were without, so they looked after each other. Edward had even stepped up and fostered/adopted, his three youngest siblings Dorothy, Patrick and John-Paul when he was just 17 years old, when the three youngest ones were threatened with adoption in the late 80's and so they family stayed and played together always.
Edward, Eddie or Ed as he was called, like normal things in life like cars, clothes, friends, gentle women, dogs, children, intelligent conversation, dinner parties and most of all his lovely family.
He was a London Oratory boy at 12 entering care, he was a gregarious, smiling boy, loved by female teachers, always laughing and smiling, jesting, making clever observations and entertaining the most intelligent of company, he was an interesting character and a gentle soul.
On the 8th September 2021 towards the evening Edward arrived mountain bike at Mary's.
He left it lying down in the road as he jumped off, having greeted two Asian young men standing in the road with, 'good evening' and he said to Mary, at the Garden Courtyard gate where she walked to meet him, "aha I've just had a bottle of prosecco" looking very pleased with himself as was Mary, with him, as they laughed and he took the two five pound notes Mary had agreed to give him by way of the residents phone, just 20 mins earlier from his £40 daily budget, where he had borrowed a tenner from his tomorrow's money, as he had persuaded Mary, and only just to give it to him earlier, as someone there was holding something back for him and there were only two bags, he had said.
Transaction over in a minute, he had then jumped back on his mountain bike, heading away, when Mary shouted, 'Sophie said, if you're so good at fixing bikes there's a job in that' and Edward shouted, 'I know' and not turning just lifted his right hand completely in the air having kissed it, to wave goodbye to Mary and rode away with speed happily and Mary was laughing at just how lovely and happy and funny he was, as she often did, as she went back through the court yard and proceeded to go on about him for the next little while, laughing away fondly and with hilarity, even just with this small but comical interaction. He was just so lovely.
At 11am 9.9.21, we are told, Edward was found, faced down, in his room, by his key worker, dead!
At the inquest, in May 2022, Mary in attendance at the court, and our family of siblings told on Zoom, we could see the body worn CCTV evidence, of the Metropolitan police, and the last CCTV at St Mungo's.
To date nine months on, all we have seen, despite visiting both Kentish Town police and St Mungo's and requesting it, was 11 seconds of the CCTV footage, filmed on a staff's phone, that is not pertaining to the area of interest, of his last moments on this earth.
The police have never contacted us in any way, even to tell us Edward was dead or to ask permission for his post mortem or to identify him.
Our brother's body was taken straight to the morgue and did not even go to a hospital to be pronounced dead officially.
8 full hours after they found Edward dead, Mary called worried as she hadn't heard from him, and expected they may have locked him up again, as this was becoming so regularly an injustice to him, and they said nothing but that they would get a manager to call her back.
Hearing nothing back and worried at this, Mary called back a while later and asked to speak to Edward and the man said 'hold on I'll get a Manager'.
Sarah, whom Mary knew for two years said, 'have the police not contacted you', sounding annoyed, so Mary who waw now on high alert expected her to say he had been arrested again, said, 'no' and she said, 'oh this is so difficult, your brothers passed' and Mary hung up!
On 12 th Sept 2021, Mary having been used to finding her brother, one way or another turned up at 6am at the morgue, since no one knew where EDWARD WAS.
She met one of the coroners assistance Lloyd Simmons at 7am having been let in by the hygienist at 6am as he thought she was a builder, and he told her that Edward had already had the post mortem and was at Poplar and not St Pancras, to which she replied that Edward was here and was on the clipboard, that the hygienist had just showed her, and all she wanted was to see him and say goodbye and to see if it was actually him as she had no way of knowing. So, he agreed to that and was a true gentleman. However, when he came out, he said, "I wish I had never seen that".
Edwards face as seen in the footage and as the hygienist was cleaning up the blood was battered.
So, this was a cover up.
Mary who had attended the courts, the tribunals, the ward meetings, who wrote the discharge orders, who was the 'next relative, in all the legal and medical papers and who was next of kin, then asked the coroner and St Mungo's for the CCTV of Edwards last moments. She heard nothing back in terms of reasonable requests for disclosure. She made blog, took to social media and did YouTube videos of the private conversations she had with Edward when they banged him up. Still nothing and no legal help at all.
Mary believed and still does that due to her education and training in community care at Hammersmith college and social care education and training at Brixton college that then led her to become then NAYPIC worker, when she stumbled across them becoming a case and then a worker, that due to this job and it fighting for the rights of youth in care, that this was a dangerous profession in the late eighties and early nineties.
So much so that people died back then too and so this time it was not going to happen again, when the Metropolitan police came knocking in 2013 asking her for the organisation's paperwork. She knew what they wanted and so gave the internet the papers as protection on her blog.
Next thing you know nine Metropolitan police officers raided her house for the paperwork. But unlike Harvey Proctor and Cliff Richard whom both had legal pots of money, she was not afforded that and so never sued them for the RAID. Although had continuous surveillance since.
If you know the law, it says after 7 years you cannot sue.
So, after seven years that is when Eddie started to be harassed culminating in his death.
I believe this was at the hands of the Metropolitan police and I want full CCTV AND DISCLOSURE!

Mary Moss V’s Camden and OpenView Contractor to Camden
In Feb 2021 Mary Moss was attacked at her door by an OpenView contractor named Allen Shaw.
Mary Moss made a complaint via social media to @CamdenCouncil due to the fact her phone was not charged.
A week later Mary Moss got an eviction/possession order.
No investigation of the incident took place, the possession order notice was to ‘shut her up’ by way of intimidation.
The eviction order had many consequences and that included emboldening her neighbours who were being anti-social towards her during the pandemic, as well as keeping Mary in a state of panic inducing chronic ill health and causing her to not see her two brothers locally, resulting in a withdrawal of her cooking for them or having them in the building. This led to one of them finally dying and the other intimidated by people in his mental health residence across the road from Mary.
Having been through numerous complaints procedures, Camden refused to comply with the basic process.
Mary employed solicitors, again Camden refused basic disclosure and took their time whilst still holding onto the possession order. Finally, Camden continued to use OpenView to intimidate Mary after Mary complained to the Housing Ombudsman. They used OpenView to intimidate her, during the process with the Housing Ombudsman, whilst saying that they had not upheld her complaint and that she could reply within 20 days and simultaneously wanting access to her in her flat again with the same contractors and so Mary could not reply within the 20 days they said she had to. This led immediately to the Housing Ombudsman saying now Mary was out of time.
Camden were also harassing Mary’s brother through the mental health system and when her brother who lived in Camden died, having his complaint to the Parliamentary Ombudsman accepted, just the day before he died, after going through a long process with the Camden & Islington mental health complaints procedure too, they did not provide reasonable disclosure and employed legal help at the inquest. Camden hid Mary’s brother for 4 days even though she was next of kin. When she found him, he looked like he had been assaulted and yet at every juncture to get the CCTV this had been delayed.
Mary believes that she too would have been attacked and killed and believes that due to Camden working with the police they have inadvertently killed her brother and/or are again covering up a murder of her brother through process.
She believes also that the Police at Kentish Town killed him and that the coroners' officers covered it up for Camden.
She is left with no alternative than to sue the London Borough of Camden and others including a separate action that can be joined if the Judge so thinks it should be against the Metropolitan Police and the coroner's office as well as C&I CAMS. She also wished to add in the department for work and pensions and the housing benefit office who manipulated her WTC at times when it suited them to further put Mary under enormous stress. She wants the direct surveillance including the neighbours who are police removed from her building.
All this has happened to her due to her campaigning work with and for the National Association of Young People In Care and/or because she and her brothers were a threat to the current Royal family as direct line Plantagenets, as discovered in 2011.
Whichever the cause she had committed no offences and is enhanced DBS ’ed. She id self-employed and does voluntary work and has an office nearby in Islington. Her family are philanthropists to the NAYPIC, and so social good work including a recent purchase of 10 acres of land shortly before the death of her brother Edward, to build a youth Parliament community.

I have checked and they said yes, I should provide the statements if you want them as well, although understood the point about the tax return and said perhaps it was a typo to provide either.
Then I explained that FASTER PAYMENTS RECEIPT REF. PAYMENT FROM M MURIEL MOSS
is a director's loan from my personal Halifax account and LBC £650 is a refund from Camden Rents who charged me rent when they shouldn't have, and also there is just another refund on there of £450 they are not payments out or in and she said just explain it.
So anything you see like £240 Resource for London is a directors loan from my WTC to my business account for my current office in Islington so is not income and nor is the refund of £650 from Camden.
Normally my accountant would know this and do the books accordingly so she said don't worry just explain to Paul.

My landlord Camden are illegally attempting to evict me again.
I wondered if the case has progressed at all?
I asked you to request a pre-liminary hearing of both sides so that we can in a cordial manner get some disclosure.
You asked me do I have a case number.
I am sending the below email that has the numbers just to be double sure you have them and also to help with the request for the half an hour, by zoom, preliminary hearing, request.
It's unfortunate that the landlord, who is threatening my home (worth £500,000 plus the location) of 36 years again and again.
Domestic violence comes in all shapes and sizes and can be very upsetting and time consuming. I really want Camden to listen to the learned Judges that you cannot send in attackers to attack me at my home and nor can you suspend my rent for not reason, just to avert this claim and/or try and evict.
I am only sorry they have been given the space to continue and urge speed to stop them abusing me again and again.
Perhaps I should just take an injunction with the claim now to get it fast tracked into the courts and at the moment it's whistling in the wind whilst the landlord takes advantage of that.
They have much better arms than me. Jackson law.

Since the claim is for 700K the county court cannot take it so they have kindly given me your email. However, I declare that I have another associated case, against St Mungo's Community Housing Association, at that the Central London County Court for 40K too and I will later today, issue a claim against the London Borough of Camden too with the Queens Bench for 500K.
Due to sending this to the CLCC the claim is dated 8/6/22 exactly two weeks ago but they only told me yesterday.

Particulars of claim
Mary Moss V’s Camden and OpenView Contractor to Camden
In Feb 2021 Mary Moss was attacked at her door by an OpenView contractor named Allen Shaw.
Mary Moss made a complaint via social media to @CamdenCouncil due to the fact her phone was not charged.
A week later Mary Moss got an eviction/possession order.
No investigation of the incident took place, the possession order notice was to ‘shut her up’ by way of intimidation.
The eviction order had many consequences and that included emboldening her neighbours who were being anti-social towards her during the pandemic, as well as keeping Mary in a state of panic inducing chronic ill health and causing her to not see her two brothers locally, resulting in a withdrawal of her cooking for them or having them in the building. This led to one of them finally dying and the other intimidated by people in his mental health residence across the road from Mary.
Having been through numerous complaints procedures, Camden refused to comply with the basic process.
Mary employed solicitors, again Camden refused basic disclosure and took their time whilst still holding onto the possession order. Finally, Camden continued to use OpenView to intimidate Mary after Mary complained to the Housing Ombudsman. They used OpenView to intimidate her, during the process with the Housing Ombudsman, whilst saying that they had not upheld her complaint and that she could reply within 20 days and simultaneously wanting access to her in her flat again with the same contractors and so Mary could not reply within the 20 days they said she had to. This led immediately to the Housing Ombudsman saying now Mary was out of time.
Camden were also harassing Mary’s brother through the mental health system and when her brother who lived in Camden died, having his complaint to the Parliamentary Ombudsman accepted, just the day before he died, after going through a long process with the Camden & Islington mental health complaints procedure too, they did not provide reasonable disclosure and employed legal help at the inquest. Camden hid Mary’s brother for 4 days even though she was next of kin. When she found him, he looked like he had been assaulted and yet at every juncture to get the CCTV this had been delayed.
Mary believes that she too would have been attacked and killed and believes that due to Camden working with the police they have inadvertently killed her brother and/or are again covering up a murder of her brother through process.
She believes also that the Police at Kentish Town killed him and that the coroners' officers covered it up for Camden.
She is left with no alternative than to sue the London Borough of Camden and others including a separate action that can be joined if the Judge so thinks it should be against the Metropolitan Police and the coroner's office as well as C&I CAMS. She also wished to add in the department for work and pensions and the housing benefit office who manipulated her WTC at times when it suited them to further put Mary under enormous stress. She wants the direct surveillance including the neighbours who are police removed from her building.
All this has happened to her due to her campaigning work with and for the National Association of Young People In Care and/or because she and her brothers were a threat to the current Royal family as direct line Plantagenets, as discovered in 2011.
Whichever the cause she had committed no offences and is enhanced DBS ’ed. She id self-employed and does voluntary work and has an office nearby in Islington. Her family are philanthropists to the NAYPIC, and so social good work including a recent purchase of 10 acres of land shortly before the death of her brother Edward, to build a youth Parliament community.
As a litigant in person if you feel I have missed something please let me know as soon as possible.

I have to date not had a reply regarding my application to make a civil claim and sue St Mungo's for not releasing CCTV images of my brother's last movements at his home address, despite the coroner requesting them to do so.
I buried my 51yrs old brother last year today. He was assaulted and battered and bloodied up in his face. I need the truth and CCTV will give me that. This is now a civil matter of urgency and I need the Judge to have a pre-action protocol so the evidence they are hiding will be ordered. I would like a 30 minutes hearing to discuss disclosure of the CCTV and the a summary judgement.
This is a matter of grave urgency and we need to know how Edward died.

The Help With Fees(HWF) application, however, requires documentary evidence of one of the five benefits listed in question 9 of the EX160. This can be a letter from the DWP or a bank statement, showing the payment going in to your account. In any event, the evidence must be no more than three months old.

The evidence you have provided to support your EX160 for the County Court, cannot be accepted for question 9, relating to the benefits question. This is because Working Tax Credit is not one of the five benefits that qualifies.
You have one other option, aside from paying the fee by cash or card. That is, by correcting question 9 to a “No”. This will allow the Help With Fees (HWF) programme, assess whether you are eligible for help, on the basis of income.
For this you will need to provide bank statements for all your accounts, no older then three months, showing at least one month of transactions.

Working Tax Credits according to the Legal Aid Agency is a qualifying benefit.
I had that same conversation with Paul Osei-Kuffour, who then checked and said I was correct, after he said the same as you.
Bearing in mind that the claim was issued in June 2022 and it's now October and I have produced the bank statements to him at the fee's office, could you make contact with him and have this checked because he said that legal aid was successful then so it is now about simply accepting that and processing the CLCC June 2022 claim, so it's able to be issued without further delay?

I am sorry about the frustration this application is causing you and the concerns you have had, with the service you’ve received from the County Court.
The County Court and High Court are different jurisdictions and rules for evidence checks for Help With Fees (HWF), may well differ there. However, it is apparent from the letter from the High Court you sent me previously, that although they approved your HWF applications, it was probably not on the basis of the benefits you receive, but your income, that you supplied the documentary evidence for.
This is why, in a previous email, I suggested you resubmit your EX160. Not ticking the benefits box, as you do not receive any of the ones listed, but the income question instead.
Along with this you must send to the County Court, full, unredacted copies of your bank or building society statements for at least, a one month period, but dated no later than three months ago.
Until you send the County Court this information, I am simply unable to process your HWF application, as the programme, will simply not allow it.

I spoke to Bill and to Kishor yesterday who helpfully put me in the picture regarding passported benefits and non-passported benefits hence the forwarded email, 'Working Tax Credits'.
As you can see from the below email, they don't even have my legal aid certificate with you and yet I was approved for fee remission last July 2022!
Perhaps you can shine a light on this for them and for me?

My brother died on the 8th Sept 2021.
As I said I buried my 51 years old brother a year ago today, under very suspicious circumstance, his face was battered black swollen and bloodied. He had been assaulted to death.
I had to wait until May 2022 for answers at the inquest and since he had previously been assaulted by the police, the coroner ordered that I should be able to see the Police Body Worn CCTV.
I have not had anything to date despite requesting it from any party and they hope that I will go away. I will not.
I issued two civil claims at the Queen's Bench Division to sue the Met Police and Camden Council/OpenView in June 2022.
This is also so that I get disclosure and pre-action protocol and perhaps a summary judgement initially in a 30 mins hearing that I already requested and am requesting again.
I also issued a small civil claim to sue St Mungo's at the Central London County Court for their front door, corridor and last movements of my brother whom I had seen 20 minutes before to be handed over to me, as to date they too have not.
I am in contact with the CLCC so no assistance required there.

I did the help with fees and legal aid was issued on 07/07/2022

Please submit your individual claims with the relevant documents in separate emails. For eg for Moss V Metropolitan Police, the email should contains the claim form ,particulars of claim and fee remission certificate for this matter. For claim regarding Moss V Camden Council, submit the claim form and fee remission certificate via a separate email.
Please make the following changes to the claim form before submitting them,
1. Specify the court’s name as High Court of Justice, KBD in the top right corner of the claim forms.
2. Specify the full name and addresses for yourself and your brother. Please remove “ My name is ….brother and I.”
3. Full addresses of the defendants must be specified on the claim form.
4. For the claim where your claim contains issues under Human right Act, please list the article numbers.
5. The claim forms must be dated.

Thank you for your email and for being the issues office, as I feel a little closer to getting the claim issued, since being approved for fee remission in July 2022 and making the application in June 2022.
I am hesitant regarding what you requested as if I do as you say and send the claims separately, they will still appear on the same thread by the nature of it being one email that you have.
What do you suggest?
The claims both state the 'Queen's Bench' Division and are historical with the date on both claims.
As I understand it, I do not need to submit full particulars at the issue stage and have said that in the application.
The Human Rights issue is a tick box and apart from the 'right to life' article 2, I cannot say that would be a through picture of all the articles, so at this stage, I simply tick the box that I believe there is human rights issues but cannot fairly list them all as yet.
I need the claims issued and sealed so that I can serve them and do some pre-action protocol, for example getting the CCTV, so that I can be clearer later in the POC for the Judge.
The claim is from my dead brother and I so you can change that at a later stage if the Judge disagrees.

In June 2022 I made an application to sue the Met police and also Camden and anr OpenView.
To date I have not had the paperwork stamped and sent nor despite a back and forth with the fee's office Paul Osei-Kuffour have I had, a legal aid cert, sent to me nor the other side served.
So, on 8th Sept 2022 I came to the Queen's Bench having printed out the emailed version that had been sent and asked the lady at the Queen's Bench counter to stamp the claim, so that it can be served, bearing in mind the gravity of the claims against Camden/OpenView and the Met Police, and the fact that nothing has been served in 3 months. She said to drop box it, see attached photo's as they show this was done.
Could you please, update me. The county court one I did get stamped the 8th Sept as you can see as James at that counter checked the documents for any errors, also provided a large envelope to drop box them.
James, said they were good to go. He had checked the computer and had also seen that they had been indeed filed.
The printing cost £26. I frankly at that stage just had to visit the Queen's Bench and make sure Queens Bench had it.
Please advise when it is served and sealed and when I get a sealed copy.
It was very sad that this may have been one of the last claims served at noon on the day the Queen died.
